Jess Lomeda opted to retire from all his work during the Covid-19 outbreak on March 2020. He was formerly the Chairman of the Board of Kerberus Corporation, the VP for Cybersecurity of 5GS (formerly known as G4S) and CISO of PT&T. Before that, he used to be the Head of the Management Information Systems Service (MISS) of the Department of National Defense (DND) who was in charge of its ICT development and Cyber Defense. He pushed for the realization of the data sharing of pension records between Philippine Veterans Affair Office (PVAO) and AFP Finance Center, to make easier for pensioners to update and receive their pensions. He was the co-chair of New Zealand in the ASEAN Defense Ministers Meeting Plus (ADMM+) Experts Working Group (EWG) for Cybersecurity. He is a graduate of Philippine Military Academy (PMA) “Mapitagan” Class of 1980, a product of Charlie Company. He retired from the military service as a one-star general in June 2012 and that same year he moved to Canada as a skilled-worker in IT. Upon arrival there, he took up the 1st Network Systems & Security Professional (NSSP) course offered by the University of British Columbia (UBC) and hired later as its Course Assistant. He worked as an IT Specialist at BC Centre for Ability during his internship and later as a security personnel of Concord Security Corporation. By June 2016, he went back to Manila to accept the invitation of Sec Delfin N. Lorenzana to join him at the Defense Department as his “computer man”.
In the Armed Forces, he was the former Assistant J6, Staff for Communications, Electronics and Information Systems (CEIS), who oversaw the AFP’s computerization and Wide Area Networking (WAN). He co-chaired the Command and Control Interoperability Board (CCIB) between the United States Pacific Command (USPACOM) and the Armed Forces of the Philippines (AFP) in relation to “Balikatan” Exercises. He started his computer career in 1987 managing and developing systems for the IBM 4341 Mainframe of the AFP Computer Systems Center. In 1992, he was recruited at OJ2 (Intelligence) to handle their ES/9000 IBM mainframe that was linked to the mainframes of the different Intelligence agencies of the country. Starting in 1997, he became involved with micros and LAN at the IT Section of National Defense College of the Philippines (NDCP); assigned as Army G6 (Staff for CEIS); became the manager of the Army Management Information Center (AMIC); and was made the Army Internal Auditor, where one of his functions was to conduct Information Systems Audit. While on academic leave in late 1996, he had a good fortune to be hired as consultant/manager of HomeCredit (Insular Life) and Tahanan (PLDT) Companies to design, develop and maintain its Financial Management Systems; until such time, he completed his Masters in Information Management at Ateneo de Manila University in the year 2000. He is a graduate of Operations Research and Systems Analysis Course at the United State Army Logistics Management College at Fort Lee, Virginia. He is a certified Security+ and Network+ by COMPTIA. He studied High School at Holy Rosary Minor Seminary in Naga City, Philippines.
