RELINQUISHMENT as Chief, AMIC and ASSUMPTION as G6,PA

AMENITIES: GENERAL DILODILO Sir, the Presiding Officer; distinguished members of Conference Group Alfa; ladies and gentlemen, good morning!

It is a fine day for speeches. There are nine speeches all in all, to include one from the Presiding Officer. All I want to do today is to ask you a direct question and you do not need to answer aloud: Have you seen or surfed PANET lately? (Pause) If not, you will never appreciate what we have been doing at AMIC; and you do not know what you are missing? For your information, the I.T. capability established by AMIC is now the envy of GHQ, Navy and the Air Force. I am not here claiming for the credit. The real credit goes to Col Dela Cruz, the outgoing G6; and Col Costes, the former CO of AMIC. They are the ones who made things happened! Today, our Wide Area Network (WAN) can reach via satellite as far north at Isabela and way down south at Zamboanga – reaching all the ten (10) Infantry Division Headquarters nationwide – to include SOCOM and TRADOC. For those who do not know yet, the PIS, or the Personnel Information System, can be viewed from their end. They can produce SOIs of their personnel without asking or going to HPA and make use of the system for their human resource management. The 5th, 7th and 2nd Infantry Divisions including SOCOM can already encode and update SOIs at their location – other divisions will follow soon. GHQ was amazed in finding out we have these things. So, OTAG and OJ1 asked us to let them access PANET. G1, who is the owner of the PIS, gave them a “view-only” permission. So don’t be surprised if OJ1 can now spot and will be getting our good people to be assigned at GHQ.

Later, the CAFGU-PIS will also be web-based after the database buildup by respective divisions. I do not need to expound the effects of its existence – but G3 has exorcized the ghosts within. Also ask G4 about his AFIMS (firearm inventory) how important for us to have it? A captured firearm could be immediately traced, if it originally belongs to the Army. Other information systems can be found at the lower right corner of the main page of PANET.

In retrospect, what have I done during my 117 days at AMIC? I have infected people with the work ethics of a real I.T. practitioner. I have infused AMIC with private sector practices. I have conceptualized a disaster recovery plan (a “must-do” in any I.T. establishment) by requiring its Network Operating Center (NOC) to maintain twin backups and store one copy at an off-site storage facility. I have established a Help Desk technical assistance center where you can dial the word help (that’s 4357) on your local phones to contact AMIC if you need consultations on your computer problems (you can find the banner at the right lower corner of PANET’s main page). PANET is full of information. You can download a complete list of the SLL and know who are retiring and when. You can get an application form for your cars’ decal, a fillable form of the SAL, an application form for a Toyota car loan and a lot of policies and letter directives. You will know how many days more to go before the 1.5 million tree-planting and how many trees we need more to meet the target? You can also see a searchable telephone directory; and pictures of the latest command activities. So check it out – keep surfing! Your picture might be there. That’s for our PANET, which can reach all Division Headquarters. For our internet, which is open to the World Wide Web, the maintenance and management of our army homepage, www.army.mil.ph, now belongs to ACPA under the supervision of G7. The internet will be another medium for his press releases beside from the tri-media he is using. For all you know, the enemies of the state are now bringing their fight at the digital divide. You can see the websites of the NPA, Joma Sison, Trillanes, MILF, etc. Even Satur Ocampo is campaigning in the youtube.com during his hiding.

I have full of ideas – other projects are still to be launched. However, at my future capacity I can still influence and be required to finish them. For instance, the “payslip-display” is ready for implementation. CO, Finance Center is still making the policy that comes along with it. Unit commanders or head of offices can check the veracity of the payslip of his/her personnel whenever they apply for loans – in line with the no co-maker policy. SSU will have the ability to encode and display results of the PFT in the PANET. The same with Chief Civilian Personnel – she will be able to display the time-in/time-out of civilian employees. The Army Adjutant can devise an ID system linking it with the PIS where applications of ID cards can be decentralized at the divisions – thus eliminating complaints from military personnel and their dependents. The G8 can put up a website for his ROTC and ask in an internet forum why people don’t join the ROTC? By this, we can get the real answers to our problem. AMIC is still in the process of finalizing the codes for unit assignments, designations and schoolings – transforming the flat files into relational databases. One application is that in a click of a mouse it can show you immediately your QRS. AMIC remains only to be a tool. You own those systems. AMIC is just waiting to be tapped. In software development, it is always better that the initiative must come from you (the user) rather from us (AMIC) – because the success rate on system’s utilization and survival is much higher.

One key of the success of AMIC is due to the program on special enlistment of computer specialists but almost all of these enlistees should not be expected to reenlist after their 3-year contract. We must continue this program.
